The new policy requiring no more than 10 percent of compostable food scraps and recyclable materials in your garbage goes into effect January 1. And the City of Seattle is fully prepared to enforce it. Fines, which won’t be imposed until July, are $1 for homes and $50 for apartment buildings and businesses.
